Key Consultants
Dr. Charles Farris — Dr. Farris is President and founder of Access Management Group, Inc. (AMG). Well versed in issues facing school districts, Chuck has expertise in many areas of school district management, such as labor relations/collective bargaining, human resources, financial management, strategic planning and administrative matters. Chuck’s management philosophy centers around the belief that the administrative, financial and academic goals of any school district must be coordinated so that setting and achieving those goals reflect the use of informed and strategic policy planning.
Chuck holds a doctorate in higher education administration from Saint Louis University, and has a master’s degree in business administration from the University of Iowa. He is a former adjunct faculty member at Saint Louis University.
Dr. Paul W. Doerrer — Dr. Doerrer has a wide variety of experience in all facets of school district operations, from administration to finances to academics. As a former school district superintendent, Paul is very familiar with issues and challenges facing school districts, especially in the areas of academic achievement, strategic planning, financial management and administrative matters.
As an adjunct professor at Saint Louis University, Paul teaches graduate courses dealing with school district administration.
Paul holds doctorate and master’s degrees from Saint Louis University, and a bachelor’s degree from Concordia Teachers College. He is a member of the American Association of School Administrators and the American Educational Research Association. In 2009, Paul received the “Outstanding Emeritus Educator” Award from the Missouri Association of School Administrators and the “Award of Distinction” from Cooperating School Districts of Greater Saint Louis.
Mr. Dan Ehlenbeck — Mr. Ehlenbeck has
extensive experience and proven skill in the areas of career
and technical education, and school district support services.
At Special School District of St. Louis County, Dan oversaw
the programming and curriculum/instruction aspects of the district’s
technical education division. He also directed school district
support services, including facilities, construction, food service,
transportation and maintenance. Dan has been a successful assistant
superintendent, curriculum coordinator, pupil-personnel coordinator,
assistant principal and teacher, and holds a master’s degree
in secondary administration.
Mr. Paul Fedchak — Mr. Fedchak has extensive experience in directing and managing the business operations of school districts. As a chief financial officer, his responsibilities included preparing and administering annual budgets of more than $50 million, financial projections, cash management, and directing business office operations that included payroll, accounting, benefits administration, workers compensation, property and casualty insurance and purchasing. He also has directed maintenance operations and the facilities planning department, and food services.
Paul’s facilities experience includes the development of facility master plans, as well assisting in planning the passage of bond referenda and the sale of bonds as the means to finance improvements.
Paul holds a master’s degree in business administration from Maryville University and a bachelor’s degree from the University of Missouri at St. Louis. He is the former chief financial officer of the Clayton School District in St. Louis County, Missouri.
Mr. James Fischer – Mr. Fischer’s
diverse background in public education ranges from handling
complex school district administration issues to dealing with
human resources matters. Jim has implemented a model for guidance
counselors, overseen professional development programs –
all within a technical education setting – and is knowledgeable
of school management information systems. Jim has been a successful
administrator, principal, assistant principal, lead counselor
and teacher. He is certified in secondary administration, counseling
and social studies.
Ms. Shirley Francis — Ms. Francis has
a wide variety of experience working in the pupil transportation
field—from school bus driver to Director of Transportation.
She also has had the unique opportunity of working to provide
transportation primarily for students with special needs. Shirley
is a member of the National Association for Pupil Transportation
(NAPT), and serves on the NAPT Training Program Committee. She
is a Missouri state certified school bus driver trainer. Shirley
has been recognized as the Missouri Association for Pupil Transportation
Administrator of the Year and in 2003 as that organization’s
Distinguished Service Award Winner.
Ms. Linda Hayes Holliday – Ms. Holliday’s
qualifications include a strong background in human resources,
personnel, student services and special education. Linda’s
practical knowledge of school district operations combined with
her proficiency in all areas of school administration make her
uniquely qualified to objectively analyze district challenges
and to make thoughtful recommendations. Prior experience includes
serving as a school district assistant superintendent and as
a director of special education. Linda has a master’s
degree in special education from the University of Michigan
at Ann Arbor and has participated in the education specialist
program at Webster University in St. Louis, Missouri.
Mr. Jeff Konkel – Mr. Konkel is a writer and public relations practitioner with 15 years of experience in the field. Throughout his career, Jeff has provided communications expertise to a broad array of organizations and institutions in the United States and abroad. Jeff began his career as a print reporter and editor with the Suburban Journals of St. Louis County before moving into the public relations sector. Since making that transition, he has worked for such organizations as Fleishman-Hillard, Saint Louis University, Special School District of St. Louis County and Morgan & Banks, Ltd. Jeff is a graduate of Saint Louis University.
Mr. William Korte – Mr. Korte is well
acquainted with the complex issues facing educators, having
served as the principal of an award-winning high school in St.
Louis County, Missouri. Bill has a wide range of experience
that includes school district administration, pupil personnel
services and human resources management. Bill has a master’s
degree from Southern Illinois University in Edwardsville, Illinois,
and is an adjunct professor at Lindenwood University in St.
Charles, Missouri.
Ms. Teresa Lange – Ms. Lange has a broad range of experience in the areas of business, financial and human resources administration. Teresa also is knowledgeable and skilled in office management and organization. She has exceptional computer skills and is proficient in a number of software applications.
Teresa specializes in the areas of business office and human resources administration, contract administration and employee benefits, and has expertise in budget and financial statement preparation. She holds a bachelor’s degree in accounting and business administration from Mount Mercy College in Cedar Rapids, Iowa, and has owned and operated a business services firm.
Ms. Michelle Mueller — Ms. Mueller has a strong background in print journalism and public relations/communications. An accomplished writer, editor and researcher, Michelle has developed and executed successful bond issue campaigns in several area school districts. She is experienced in developing and implementing strategic communications plans, and in providing crisis management and media training. Michelle has a bachelor’s degree in journalism from Northwestern University in Illinois. She is a member of the Missouri School Public Relations Association (MOSPRA) and the St. Louis Local Emergency Planning Committee.
Ms. Jessica Pupillo — Ms. Pupillo is an award-winning writer, editor and communications professional. Her experience includes creating and launching e-newsletters and establishing a process for monitoring and measuring media coverage, as well as playing an integral role in successful school district tax campaigns. She also has expertise in creating crisis/emergency communications plans and in researching and writing news articles. Jessica holds a bachelor’s degree in Journalism from the University of Missouri – Columbia with an academic emphasis in magazine journalism, and is knowledgeable in the use of QuarkXpress, InDesign, PageMaker, Publisher, Photoshop and Microsoft Office software programs.
